The <Behaviour> code will be obeyed every time the root instance or any of its contained instances is accessed by the server. The condition if localnamebase~getT = -1 refers to a built-in attribute T, which records the number of server transactions. This clock starts at -1, so the condition causes some initialisation code to be obeyed, setting up text which records the session-start time.
